| Abstract | Examines range of historical and non- legal factors which have contributed to development of illegal, unreported and unregulated (IUU) fishing and facilitated its persistence, including IUU fishing in Southern Ocean. Identifies and examines legal limitations in international law exploited by IUU fishers. Concludes that no one single solution can be utilized to eliminate its practice, and identifies some possible solutions or strategies for its deterrence, including port and market state controls; IUU vessel database; and cooperative surveillance and enforcement. |
