| Abstract | In view of difficulty in separating out scientific from non-scientific issues, authors outline objectives of suggested revisions to procedures for reviewing long- term multi-year proposals to catch large number of whales. Includes timetable and format for submission of proposals; review by small specialist intersessional workshop; terms of reference of workshop; and procedures for submission to Scientific Committee of International Whaling Commission. |
